509 is about as good as you could do on the top level, no doubt. My brother has season tickets here and I go with him when the wife doesn't. We're in the first 20 rows and row 1 would be nice but those seats are hard to come by. There is a ton of fan movement on the top level, I think the majority of the seats are focused up there.

It would probably be best to bring binoculars to help aid your view if you get seats in rows 20-32. A headset broadcasting the game might also help you feel more in touch with the game. The incline is extremely steep so be prepared for some stair climbing and be careful if you've had a few beers to drink at the tailgate. I've seen Browns fans more than once take a tumble down those steps.
