Made the mistake of thinking these were club seats when I bought them, thought I was getting a great deal so I should have been weary (two seats X $15).
This area is actually called the 'Mezzanine' and the view is pretty much the same as you get from the club seats, just a little further out.
If you're going to be sitting in this section, make sure you enter thru the left field gate on South Capitol Street and take the escalator or ramp in the area. We had some trouble finding our seats but eventually found our way.

If you get a chance to try out the Taste of the Majors stand, do so. They let you sample food from other NL-East divisional cities which is a great idea in my opinion and the beer selection at this stadium is pretty darn good.
