To give you an idea what the view of the ice is like from section 121, here is a Youtube video shot from there during a Bruins vs. Hurricanes game. Great seats.

I have only been to RBC for hockey games and have sat in 121 for a number of games. Seats are amazing, I love being able to look across the ice and see both team benches and line changes.
I have had seats on the 3rd levels as well. I'm sure they have elevators, but I have always used the stairs when going to the 3rd level seats.

After seeing a game on the 1st level, I shell out the extra bucks every time on tickets. Seeing the game from below is so much better. And if you buy in sections 101-108 or 116-122 you are in their east or west "priority lounge." You must show your ticket to get into this area where you have separate vendors and bathrooms for the seats in these sections.

Food and drinks are extremely expensive, but I think that is the norm for sporting venues. The seats are all the same - a tad tight - but not what I would say as uncomfortable. The stairs to get to your seats are solid concrete and have railings since they can be kind of steep.
