First of all, Rangers Ballpark is one of the bigger ballparks in the MLB so you need to be very selective about where you sit. 38 will be perfect for every fan. It has the best of both worlds by being close to the infield while still being in the outfield. We felt equally close to everything. Tickets are in the $70 range if you buy from the Rangers website so these seats aren't cheap but you get what you pay for.
All of the seats are colored navy blue which makes everything seem kind of bland. I would love to see red seats added to add more of a "Rangers" feel.
If you're staying at one of the hotels in the Arlington Entertainment Districts, they provide trolleys to the ballpark for hotel guests. There isn't a whole lot of dining/commercializa tion outside of this ballpark so if you don't want to drive and park, this is the way to go. General parking is $15 and there is plenty of it with Cowboys Stadium and Six Flags nearby.

To give you an idea what the view of the field is like from section 38, here is a Youtube video shot from row 15 during a Rangers game at Rangers Ballpark.
