Not the best seats I've had; not the worst either. The Scottrade Center was built firstly for hockey so you know the sight lines are going to be very solid.
I hate the corner sections which is why I give these seats in section 309, 3/5 stars. One star for the affordability of the upper level tickets. I think we only paid $40 for two tickets in row G for a game against the Coyotes.
The atmosphere can be amazing or tame, depends on whether its a weeknight or weekend game and who the Blues are playing. If the Metroline is near you, take it to the Scottrade Station. It will eliminate a lot of the parking headaches.
