To give you an idea what the view of the ice is like from section 317, here is a Youtube video shot from there during a Bruins vs. Philadelphia Flyers game.

Sat in row 13 which was one of the last few rows in this section when the Oilers came to town. I'm not a huge fan of the balcony seats at the Garden because you're too high up.

Don't forget that the lower levels are rather large and there are also the club seats which is why the balcony is called 'the balcony'.
The view is so so, you can see the entire arena but the lower level is where it's at; up close and personal.
