To give you an idea what the view of the court is like from section 400, here is a Youtube video shot from there during a Wizards/Oklahoma City Thunder game at the Verizon Center.
I've sat courtside, in suites, the Acela Club, upper level, second level, you name it; I've sat there for either a Caps or Wizards game. Been to this place more times than I know of. Section 400 will give you the best possible view available to fans on the top level. Best part about it is you can get these seats for as little as $15. The upper level seats are usually always cheap unless you venture into the Staples Center or Madison Square Garden but I think the Verizon Center has some of the best bargains in the NBA.
Any row will do. I've even sat in the last row and could still keep up with the game. The fans are a little less affluent up there if you know what I mean but after a while, it just becomes about basketball. Great seats for the money, just don't expect a luxurious experience.
