To give you an idea what the view of the court is like from section 213, here is a Youtube video shot from there during a 76ers/Houston Rockets game at the Wells Fargo Center.
Best seats on the top level. Opposite side of the arena as both of the team benches so you'll have the ability to see into the benches rather well. I could still read the numbers on each player's jersey from 213. Unfortunately, all that's really included in the ticket price for an upper level seat is entry into the arena. The view is pretty standard. I think most fans that sit on the upper level know what to expect.
We were in Section 213, about 5 rows from the top. They were the epitome of nosebleed seats but it gave us a unique view above the court. Center court are always going to be the most ideal seats, even on the top level for Sixers and Flyers games. It never fails that there's at least one drunk idiot in the crowd that won't sit down the entire game. (This is an accurate representation of Philadelphia Sports fans). Finally, he was escorted out after a confrontation with another Sixers fan. The upper levels are cheap which is why you'll find your usual cast of unruly sports fans but it's nothing like the top level of the old Veterans Stadium. That area was a circus.
