The Pepsi Porch is more of a standing area than a seating area really. My company rented it out for about 20 of us for a weeknight game after work last season. I think the Royals were playing the Chicago White Sox, could be mistaken. You're right below the outfield fountains and don't get the panoramic view of all of the fountains like you would if you were sitting near the infield. I had fun though. There are usually complimentary food and drink, I guess it depends on what you book and how much you pay.
Kauffman Stadium has always been a beautiful ballpark but they really revamped it a few years ago! Now if they could only get a transit line servicing the stadium area and maybe a few hotels and restaurants/bars near the stadiums.
