Every lower level seat at "The Ralph" is worth your time and money, it's all according to how close you want to sit to the field. The sidelines don't give the players much room to roam around so Bills fans are always very close to the action which is good news for those sitting in 138 because it stares right at the endzone.
My family used to have season tickets here but we have since sold them and moved out of New York.
We had moved around over the years as far as the rows we had for season seats but we got as close as about row 13 one season and those were plenty close enough - far back enough that seeing the opposite end zone wasn't a challenge.

A few other tips for fans: The Bills practice facility is the place to be before the game if you're not tailgating. It opens 3 1/2 hours before each game and will allow you to meet the cheerleaders, maybe meet a few old time Bills players, and maybe visit the team store on site. It's a fun experience. There isn't much to do in the area around the stadium so chances are you're going to need to kill time until the game starts.

To give you an idea what the view of the field is like from section 138, here is a Youtube video shot from row 15, seat 9 during a Bills game at Ralph Wilson Stadium.
