Aside from the metal bleachers part, 124 had a great atmosphere and a nice view even though it was an end zone seat. We had row 37 at the very top so we were far from the field but still, no complaints. I just wish they would renovate this place and take out the bleacher seating and replace them with normal seats. Except for maybe the Rock Pile. The Bills fans up there seem to be concerned with getting drunk and starting fights than the comfort of their seats.
The easiest way to get to these seats would be to enter thru Gate 1 and to walk straight ahead; you'll see the entrance to 124 and more than likely, there will be an usher there to greet you and show you and your family to your seats.

The mecca of the tailgating lots seems to be Lot 3- it's huge. I prefer to tailgate and park further away just because the parking is much cheaper. You can find parking for as cheap as $5 if you know where to look.
There is a camper lot in the back and near it is an area where fans can shower and clean up on game day. The organization seems to really encourage tailing at RWS but with that, comes the excessive drunkenness and fights so get ready.

To give you an idea what the view of the field is like from section 124, here is a Youtube video shot from there during a Bills/Kansas City Chiefs game at Ralph Wilson Stadium.
