Great seats with a very central view of the court. The basketball never felt too far away the only thing is, the Pacers play a slower pace of basketball than say the Heat or the Warriors, so you may find yourself people watching or even nodding off from these seats. The pace of the game seems much slower from these seats at least.
The upper deck at Bankers Life is called the balcony. The best sight lines by far are found on the 2nd level, also called the Krieg Devault club level. Take it from someone that has been coming to Pacers games since they played at the old Market Square Arena back in the Reggie Miller days.
Parking is never really a problem coming to games, the Virginia Avenue Parking Garage has a lot of spots and is usually only $10. There is no train or light rail in downtown Indy so it's accessibility isn't the greatest. If you're staying in a hotel downtown, you're never too far from anything and can easily walk to Bankers Life. Lots of cool things to do at Circle City Mall too.

209 is a great balcony section. This is one of the smallest NBA arenas so you won't be too high up. Climbing to your seats can be a chore though, I wouldn't recommend anything past row 9.
Tickets are dirt cheap for the upper level at Conseco even with the Bulls and Heat in town. Take advantage.
