A couple of friends and I traveled to DC from Baltimore to check out the Orioles/Nats game last May and this is where we sat. As you can imagine, the place was packed so we had to opt for cheap seats but I was impressed with the view.
The game seems much slower up there than when you sit near home plate but you can still hear the crack of the bat and the pop of the catcher's mitt every single time. Our seats were overlooking the Orioles dugout, binoculars would have been ideal but the jumbo tron in right center lets you know who is playing each position and lets you know who is coming up to bat loud and clear so there is no need to feel like you need to be able to read each player's jersey.

But even though I hate the Nationals, this is a great ballpark. Great location, just a 20 minute walk from the National Mall, and is within a block of two Metro Stations on the green line so it's easily accessible from Baltimore via train and if you want to drive, there is plenty of parking available as well.

To give you an idea what the view of the field is like from section 408, here is a Youtube video shot from there during a Nationals game at Nationals Park.
