427 won't leave you saying wow or anything but it's good enough for 9 innings of Major League Baseball. Our seats were at a fairly steep incline but that's only to ensure that fans can see over the fans sitting in front of them.
Our seats in row 5 had an equal view of the outfield as well as the infield. Very important! There isn't a ton of elbow space between each seat so hopefully you won't get stuck next to an obese Phillies fan. Leg space was adequate. If you have long legs, your knees will likely be touching the row at your feet but more than likely, that won't be the case.
Fly balls were fun to watch as they "skyed" into the air. You don't get the true appreciation of the size and speed of these athletes sitting so high up. So if you end up hating these seats, next game, buy some better seats. You can always come back.

The upper deck concourse doesn't get nearly as jam packed as the main level concourse does. Less fans in your way. The food lines are much shorter as well.

The design of Citizens Bank Park is a pretty good mix between retro and new. You can tell they tried to mimic Progressive Field and Camden Yards a little bit. The rooftop bleachers in center field are garbage and are a ripoff of the rooftop bleachers across the street from Wrigley Field. If you get the chance, take a tour of this place. They take you to the underbelly of the ballpark, all for only $10 a person.

To give you an idea what the view of the field is like from section 427, here is a Youtube video shot from there during a Phillies game at Citizens Bank Park.
