Sat here in 313 when we went to a Bengals-Steelers game two seasons ago which is pretty much why we opted for seats on the upper level; everyone wants to attend that one game every season so who can afford lower level seats? They were going for $200 per ticket which is just outrageous to me.
As long as you have a sat in between the 10 yard lines, your view will essentially be the same in the 300s. It's not a bad view at all but it will be easy to get caught up in the conversations and people watching that you'll forget that there is football going on. I think a lot of upper level fans are hesitant to be loud because being so high up, they think it won't make much of a difference.

Rows 1-7 in this section sit down in front and won't require you to climb any steps to those are the best seats to purchase. Plus, all of the fans in this section will be walking to their seats behind you so you won't even notice that they're there.
Signage is pretty plentiful at Paul Brown Stadium. It has a nice layout and the ushers are always more than willing to help you find your way to your seats so you shouldn't have any trouble.
There are 5 entrances to the stadium; Gates A-E. Gate D is easily the busiest and most crowded so you may want to pursue other gates when entering the stadium.
There are plenty of hotels within walking distance of PBS, the cheaper ones are across the river in Covington/Newport.
