All of the seats in the lower level of the Rose Garden are quiet spacious no matter which seats you have. I've definitely seen my share of games over the years and have been through some tough ones in the "Wild Wild West". Section 119 was where I sat for the Toronto Raptors game this past season, also took my son. The double lettered rows down in front had the least amount of seats in each row, our seats in row M were crowded with fans but we were close to the concourse for food. The view was good, you can definitely see the court better from the last few rows. We were also right next to the tunnel leading to the Blazers locker room so this is the perfect section if you have kids that want autographs from the Blazers players. It's either that or staking the team out at their hotel.
If you're not taking the MAX to the Lloyd Center area, you can find cheaper parking in the Benton lot not far from the arena. The most expensive lot is probably the East and West parking garages. Also, this is a great arena for beer selection. They have more beers than you could try!

I have season tickets for the Blazers. My seats are located in section 119. I have sat in many other sections all over the rose garden before purchasing season tickets and every seat has a great view of the court with the exception of those directly behind the basket. The seats all come with cup holders and armrests however the seats are smaller then the seats you'll find on an airplane. They're about 15 inches wide.
If you'll be sitting in section 119, go for any row that has two letters (BB, CC, etc).
There is a wide variety of food but you're much better off riding the train to the game and eating at the Pyramid Taproom at Schonely's so that you're not hungry going into the game. Much more economical that way but there are also many other restaurants in the Lloyd Center neighborhood. A few of my favorites include Red Robin, Schmizza's Pub and the Taste Tickler. Plenty of other Blazers fans come down to those joints just to watch the games too.
