421 is as good as it gets on the Terrace Level and are very affordable in price ($20 a ticket). That's what we paid anyway, still not as cheap as the $5 seats at the old Vet Stadium back in the day. You'll be exactly behind home plate with an equally good view of both sides of the field. There are 15 rows in all so the difference between rows is fairly minimal. If the game is sold out though, the upper deck can feel pretty congested as opposed to freely being able to sit anywhere like you can in so many other ballparks. So when you purchase your seats, I would sit in your assigned seat come game time.

Citizens bank park is very comparable to Nationals Park in DC. After you visit so many, they all start to seem the same and run together. No, just kidding. CBP is located in the sports complex so for Phillies tourists and visiting fans, it's a cool experience to get to see all three stadiums at once (Lincoln Financial Field, Wells Fargo Center, Citizens Bank Park).

To give you an idea what the view of the field is like from section 421, here is a Youtube video shot from there during a Phillies/LA Dodgers game at Citizens Bank Park.
