A few things you should know about section 102:
Right outside of your seats is the Jack Daniels Bar, lines are long but the wood floors and design is simply beautiful. Drinks are pricey, especially if you're going for Bourbon.
Row 4 is the first row in section 102. Row 31 is the last row. Rows 11-18 are the best when it comes to line of sight, in my opinion. I've sat there for three or four Rockets games and also in neighboring sections. The closer you sit to row 4, the less number of seats there will be in each row. Not only is row 31 underneath a little bit of the overhang but it has a ton of seats.
The new scoreboard is a monstrosity but you will benefit from it sitting in 102 since the backboard obstructs some small parts of the court. All of the replays are in 1080 HD too which makes for an even better viewing experience.

There are a lot of great bars in the surrounding neighborhood including on site at the Toyota Center. In the arena, there is also a bar called "Jump street". It sits outside of section 113 and has an outdoor smoking patio for fans.
Outside of the arena, you should consider stopping at BUS, Reserve 101 or the Dirt Bar. If you plan on drinking, I would take the METRO downtown and just walk everywhere. Too many one way streets for you to be driving after a few drinks. If you insist on driving and parking, there is plenty of cheap parking off of San Jacinto Street a few blocks from the arena.

102 had a good view even though we were in the corner of the arena. Thanks to the location of the tunnel, there were no seats immediately to our left; seemed like there were less people around. You can usually find these seats for around $40 per game which is a nice bargain compared to what you would pay at a Lakers game at the Staples Center. The rows are very small in terms of number of seats so many fans will like that as well.
