308 was in a string of sections called 'Gallery Seats'. For what you're asked to pay, they're easily very overrated and I've heard similar gripes about other sections in the ballpark. But thanks to the arrival of Bryce Harper, the Nationals can now justify charging $35 for these seats. If you like small, private feeling sections you will probably like these seats. The dimensions of the seats are universal throughout the ballpark. All navy blue, all have just enough space for your knees.
In terms of nearby food, there is both a 'Base Line Brews' and a 'Nats Dogs' outside of this section and those are the two most common concessions in the building. The cool thing is the beer selection; Stella, Coors, Bud, Peroni, Nationals Park has it all and the beers are right at $7.50 which is a little cheaper than most of the MLB ballparks around the country.

To give you an idea what the view of the field is like from section 308, here is a Youtube video shot from there during a Nationals/Miami Marlins game at Nationals Park.
