Section 409 is one of the best sections to sit in on the upper level due to it's central location near the 50. (You'll actually be on the 40 but there isn't much difference). Sight lines were good for the Jags/Jets game last December. No issues with row D although the seats tend to be packed in together rather tightly. There will be a good bit of steps to climb too if your seats are at the top; more than 30 but the steps aren't as steep as what I've seen in other stadiums.
The aisles between each section are also very narrow so when looking for your seats, you may have to wait until the people ahead of you find theirs. You can't dodge them.
I would count on spending about $60 on a seat here unless it's the end of the season and the Jags are way out of contention. The fans give up on this team pretty quickly; I call it skepticism.
For the fans that find it hard to concentrate on the game in the upper deck, you may want to bring a headset to listen to 690 AM with the game broadcast. It will only make it easier for you to follow the game and it will drown out some of the crowd noise.
There are escalators near each end zone but we accessed our seats via the ramp which was a decent walk. There were plenty of food and beer vendors but they don't make the trip to the upper level as much as they do on the bottom level.

Take all of this into consideration when choosing your seats for your next Jaguars game. I hope this review has been of great help!
