To give you an idea what the view of the court is like from section 313, here is a Youtube video shot from there during a Lakers/Utah Jazz game at the Staples Center.

313 is one of the few handicapped accessible sections on the upper level. My father who is disabled went to the Lakers/Spurs game with me last year. So we usually have to map out where the elevators and handicapped accessible sections were. All of the members of the arena staff were very friendly in helping us find where we needed to go.

Navigation around the Staples Center can be tricky even though there is plenty of signage. Especially when it comes to trying to reach the top level.
We could see the game well. It's always fun to watch two up tempo teams like the Lakers and Spurs go at it. Both teams are aging fast so I figure I need to enjoy this matchup while I can.

313 is a good section but I've been spoiled since I've watched so many Lakers games on the first level of the Staples Center. Whoever prefers the upper level to the lower level in any NBA arena is off of their medication. It's a completely different experience. But for those on a budget, section 313 isn't a bad option. There seems to always be plenty of tickets available for sections in this part of the arena. Just don't anticipate being able to walk up to the box office before the game to purchase them. Plan ahead and buy online.

Didn't hate section 313 but I didn't love it either. The players all looked like ants. You will be unable to get a true appreciation for the size of the players and the game looks much slower from up there. Binoculars are definitely recommended. You won't be able to rent them at the arena, either. I think the casual NBA fan would probably hate these seats but the fanatics seem to love it up there. Don't be a cheap date and bring a cute girl to this section; impress her.

A broadcast of the game may also help you stay in touch with all of the action. If you're someone that ends up watching a good deal of the game on the big screens in the arena, stay at home and watch it for free.
Sneaking down to the lower level isn't an option at the Staples Center so unfortunately, you'll have to stick with the seats you purchase. Most games are sold out anyway and just because someone hasn't shown up by the start of the 2nd quarter doesn't mean that they won't be showing up. I've been to Dodgers games and had the ticket holders show up during the 5th inning before. That's LA for you.

The concessions on the upper level are sparse. You'll likely have to do a complete lap around to find exactly what you're looking for. But for the money I think 'Staples' Staples' is probably the best concession stand on the upper level.
