Sat in row 18, seats 6 and 7 with a buddy last season while the Trail Blazers were in town to play the C's.
We were just above the tunnel the C's use to enter/exit the court which was cool. This section is probably where you want to be before the game for autographs but remember that the TD Garden only opens an hour before each game so you won't be able to waste any time. The Blazers ran out of the tunnel closest to section 15.

You can't say too much about these seats in terms of comfort. They were good enough for 4 quarters of basketball. Every seat had a drink holder and the usher was kind enough to show us to our seats before the game but asked for my ticket upon returning to my seats with food. Annoying!
There was a concession stand near our seats called 'Uno Express Pizza' which was pricey but the pizza was da** good.
Celtics fans are supportive but the true fans can no longer afford to attend the game, the same can be said for Bruins and Patriots fans. The crowd noise isn't what it used to be at the old Boston Garden but the new Garden is much nicer and updated!

To give you an idea what the view of the court is like from section 19, here is a Youtube video shot from the floor seats before a Celtics/ LA Lakers game at the TD Garden.

Went to game 7 against the Sixers a few months back and our seats ended up being pretty darn good. They were at the end of row K in loge 19. And although the crowd was certainly amped, no one was out of hand rowdy or disgusting. It was so much fun to be around fellow Celtics fans, who are certainly some of the best in sports because they're likely also Red Sox and Bruins fans.
