Section 405 was the epitome of a cheap seat although the view isn't as bad there as it is in section 401 and 402 where the $5 seats are. Those tickets go on sale the day of the game at the main box office.
If you sit in the 400s be sure to take the escalators rather than the ramps (unless you like to exercise). The escalators are only in two parts of the lower level concourse (near the left and right field entrances). The ramps aren't bad, I just hate battling crowds to walk them.

If you're just looking for a cheap seat to get into the ballpark with for a playoff or divisional game, 405 isn't that bad especially considering the big screen is right in front of you in right center field. From some seats in the upper deck, you can see the Capitol and the Washington Monument. I just wish we could see the downtown skyline rather than a bunch of office buildings.
