307 is on the outer edge of the ballpark on the view level. Yes, these are the cheap seats but in all honesty, the view isn't so bad. We were originally seated in row 20 but moved down when we couldn't see the giant jumbo tron in upper center field. I think we moved down to row 9 or so. The view from this section is almost the same view you get from the bleacher seats, so remember that. And here, you at least get an individual seat rather than sitting on a hard metal bench with a bunch of other people you don't know.
The variety of concessions was a little bare. All of the best foods are on the main level but you can bring your own food into the ballpark as long as it's sealed correctly. Rolling Roof Refreshments in the main concession outside of these seats and they carry Mariner Dogs and usually one import and one domestic beer.

The easiest and quickest route to these seats would be to enter thru the center field gate and then take the ramp up to the 300s. It's not that bad of a journey, just make sure you arrive at Safeco at least 25 minutes before first pitch - you have to get thru security and then show the usher your ticket.
But I really don't see why anyone would choose to sit in section 307 unless it was a sold out game or they have season tickets there.

To give you an idea what the view of the field is like from section 307, here is a Youtube video shot from there during a Mariners game at Safeco Field.
