These were my seats for a Twins/Kansas City Royals game in 2011. It's part of the 'Skyline Deck', fittingly so. The view of the downtown skyline was phenomenal from this area. The view you get will be similar to what fans get sitting on the Budweiser Roof Deck, a private area fans can rent out as a group.
The last few rows will almost always be in the shade and the last few rows have fewer rows to a seat as well.
The Legends Club is on the same level as these seats so you get a similar view for fractions of the cost. Not a bad deal at all.

A few other tips regarding Target Field:
-You can only bring in Water, no other beverages.
-Target Field sells Pepsi Products, no Coke.
-Hennepin Grill is the best concession near Section V. Cheese curds, Bratwurst, cheeseburgers, garlic fries. It will all give you indigestion but it's part of the experience, right?
-Target Plaza has three statues of former players as well as the original flagpole from the old Met Stadium.
