I've been to Dodger Stadium for more games than I could ever count. I'm in my 40's now and my dad has been bringing me here since the 1980s. It's kind of like my 2nd home. I've been to all 5 of the Major League parks in California. Dodger Stadium has the most history but it probably the 3rd best in California. The best being AT&T Park in San Francisco as painful as it is for me to confess.
We usually sit on the reserve level because we could always see more games for the money. Prices have come down some on the lower level seats after new ownership took over but I've continued to sit up top.
I was in this section for one of the Nationals games last May. Stadium was 95% full so we opted for cheaper tickets at the last minute. 31 is on the infield reserve level which are a little closer to the field than the regular reserve seats. We were in row U which was one of the last two rows but could still see the whole length of the field just fine. This particular section is right in the middle between the infield and outfield so following the baseball was never an issue.
With purchasing cheap tickets, fans must always worry about the kind of crowd that could be sitting around them. This is the nation's 2nd largest city and there are much more poor people wanting to see a game than the well to do. Many Dodgers fans have no class at all and will always give grief to the visiting fans that come to Dodger Stadium. If you don't want to get heckled or cursed at, I would suggest purchasing the good field box seats near the dugouts or along the 1st/3rd baselines. Ignore the pavilion and reserve level seats at all costs if worried. I would also suggest purchasing 'Preferred Parking' online. It will make for less of a walk to the stadium.

To give you an idea what the view of the field is like from section 31, here is a Youtube video shot from there during a Dodgers game at Dodger Stadium.
