Sat here on July 13th for the game vs. the Colorado Rockies. It was perhaps the most boring Dodgers game I had ever been to but I'll take a 1-0 win every game if that's what it takes. Zack Greinke was pitching that day.
Section 4 was huge and the weather was beautiful that day so we were thankful for the shade we got from the Top Deck area above us. Because it's Southern Cal, you're guaranteed to have beautiful weather for 80% of the games. I've never seen too many rain delays and definitely come to my share of Dodgers games. From that height, you won't really know which players are which by sight but if you constantly refer to the jumbo tron at the lineup, you will know who is playing where. The jumbo trons are bigger than what they used to be after the renovations and are in HD.
For nearly every section on the loge level, the rows are A-U. The closer you are to row A, the better the view and experience will be. The closer you are to row U, the more protected you will be from the sun and the closer you'll be to the concourse where the restrooms and food is. Fans can expect to pay between $20-$30 for a seat here dependent upon the opponent of the Dodgers. Giants, Angels and Inter-League games always mean the tickets will take a considerable jump in price.

Remember that you won't be able to access the lower levels of Dodger Stadium if you purchase Reserve Level tickets. It's a stupid rule but it keeps fans from buying cheap tickets and moving into the unoccupied field level seats. Can't say I blame ownership for that, baseball is all about money.
