The view from the mezzanine is pretty good, think of the 400s and 500s as two portions making up the upper level. The rows are continued between each other. Row A is the first row in this section. (We sat in row B). Getting to your seats can be a little bit of a journey and you can't see the field from the upper level concourse (you can from the bottom level).
Sadly, I wouldn't recommend spending more than $25 per ticket for a seat in this section - they go for $40 on some nights and that's just silly, especially on the weeknights.
You can see the downtown skyline from the concourse really well though as well as Interstate 71. The ballpark is right in between both I-75 and I-71, so it has a great location and is within walking distance of all of the downtown hotels (Westin is the best).
